Symonds was fined ?1, 900 by Cricket Australia code of conduct commissioner Gordon Lewis after pleading guilty to bringing the game into disrepute.
The 33-year-old called McCullum a “lump of s***” after he was recruited by New South Wales to contest the final of the KFC Twenty20 Big Bash against Victoria.
And although Symonds said the comment was meant to be a tongue-in-cheek remark, he accepted he had crossed the line.
“Whilst the comments were intended to be light-hearted, I acknowledge that they were careless and, as such, I accept the fine that I have received today,” Symonds said.
“I want to again apologise to Brendon McCullum for my comments and thank him for his understanding.
“I want to reinforce that I remain committed to Cricket Australia and Queensland Cricket and I look forward to putting this matter behind me so that I can focus on my cricket.”
The outburst is the latest in a long list of misdemeanours by Symonds - with his conduct likely to be discussed at a meeting of the CA board next Tuesday.
Symonds has already been referred for counselling after he was suspended from the Australian team for going fishing instead of attending a team meeting.
And CA chief executive James Sutherland confirmed he wants to consult with Symonds’ counsellor to get an update on his progress.
“I certainly see that this is a setback along the way but we need to get a better understanding of things and make some informed judgements going forward,” Sutherland said.
